On a point of order, Mr. Speaker, Sir. The minority leadership cannot escape that responsibility because the Members of Parliament who vehemently opposed the Kshs1 billion are from the Coalition for Reforms and Democracy (CORD). Many a time, we have asked him to engage their own leadership in that House. So, you have some responsibility and a role to play.

Mr. Speaker, Sir, let me inform the Senator that in that press statement by Hon. Raila Odinga, he actually rubbished the Auditor-General and accused him of being biased against CORD counties in publishing the audit reports. It is in the newspapers now.

Mr. Speaker, Sir, unless the Ministry does not want to give the Chairperson the response, we know for a fact and it is in the public domain that the Ministry has already developed an elaborate programme for the drought. They have already allocated up to Kshs5 billion. They have already started distributing food in Samburu and many other places. Therefore, it is a question of whether they are committed to give a response.

Mr. Speaker, Sir, it is clear that this Government does not have a coherent policy regarding IDPs. We have IDPs problems across this country in many places. On this particular one, I just wanted to know this because we have a Government in place. Could the Chairman explain who was responsible for the midnight exodus of the refugees from the Gate of Parliament? I am sure the Government works even at midnight. Could he explain who did that? Mr. Speaker, Sir, the issue of county governments failing to settle debts incurred by suppliers or creditors is very common. This House has seen in the petitions that have come before it pending bills in some of the counties of up to Kshs2.5 billion. We saw it in the case of Murang’a, and I am sure every Senator who sits here knows that in their respective counties, there are pending bills that run into billions.
