Mr. Temporary Speaker, Sir, this is a very critical issue in most of the counties, because there are many sub-counties where the birth certificates are not available. In this day and age when all the schools demand for birth certificates, this issue becomes very critical. I do not know how the Government comes up with a policy when it does not even have the resources in place. On a point of order, Mr. Temporary Speaker, Sir. You have heard what the Chairman has said. It means that the answer that we were given is actually not helpful. This is because what he said is that funds are not available. Mr. Temporary Speaker, Sir, my apologies, but I think the Chairperson can do better than that because if he accepts what the Ministry says; when funds are available, we cannot go far. If the Government wants to get money, they can. Last week, we were able to confirm that the Government had to pay some money to Anglo Leasing and the Government got Kshs1.4 billion. This week they paid Kshs1.2 billion on the syndicated loans because the Government knows how to re-allocate money. So, I think the Government Printer does print the certificates. Mr. Speaker, Sir, I appreciate your ruling. Many reports are usually tabled in the House but, generally, even when it is for noting, a Motion normally would be moved. The tradition of the House is that there would be a Motion to note, and that would then give every Member an opportunity to debate it. Even when we are debating reports of Committees who visited some place, it is normally submitted just for the value of that discussion. On a point of order, Mr. Deputy Speaker, Sir. I want to make a clarification. The Inter Governmental Relations Act is very clear that the responsibility for costing of the functions is the work of the TA. However, Members of this House know that the TA was not funded last year. This financial year they were only given Kshs300 million. The responsibility of funding lies with Parliament. If there is one responsibility that this House has to undertake in terms of money matters, this is the only one. The Constitution is very clear that we, as a Senate, do not deal with money Bills.
