  • 31 Oct 2013 in Senate: Thank you, Mr. Speaker, Sir. I want to agree with Sen. Abdirahman that it is not possible to close a border for that long. This allows some people to do business while others are suffering. Since the border was closed officially, we have had numerous attacks by terrorists. The most recent happened two weeks ago. With regard to security, how is the closure meant to ensure that no criminals or terrorists come into the country? What exactly is being done to ensure that criminals do not get in through the border to terrorise the people of Mandera and other parts ... view
  • 31 Oct 2013 in Senate: Mr. Deputy Speaker, Sir, I would like to seek two clarifications on this matter. The work of an MCA is set out, clearly, in the Constitution. This is just about the same role and mandate that this House and the National Assembly have which is to oversight, represent and legislate. First, I want the Chairperson of the Committee to clarify – they did an initial evaluation and they now want to carry out another one – since the county assembly rules are still the same ones, how does re-evaluation arise? The mandate, roles and duties are all set out clearly ... view
  • 30 Oct 2013 in Senate: On a point of order, Mr. Speaker, Sir. I also respect your ruling that the matter be deferred to next week. I want to agree with Sen. Boy Juma Boy that there was a decision of the Senate. At that point, we were not told that this thing is a political party decision. I belong to a political party and frankly, I am seeing the names as a Motion in the Senate and not as a political party. What is important is that I sit here and if The electronic version of the Senate Hansard Report is for information purposes ... view

I seek your indulgence that we postpone voting to tomorrow. view
  • 29 Oct 2013 in Senate: Mr. Speaker, Sir, I wish to seek a Statement from the Chairperson of the Standing Committee on Education, Science and Technology on the following: In view of the transfer of various functions to the county governments, it is becoming very difficult for some counties to determine whether they can use their revenues to finance certain activities. In particular, I would appreciate if the Chair would clarify, with regard to education, the following issues:- (i) Whether the county governments can use that money for the purposes of establishing bursaries for secondary and university students because there are concerns over that. (ii) ... view

  • 29 Oct 2013 in Senate: Mr. Speaker, Sir, I beg to move The County Governments Public Finance Management Transition (Amendment) Bill, 2013. The objectives of this Bill, as set out in the memorandum of objects and reasons, are to amend the County Government Finance Management Transition Act, 2013, so as to extend the validity of the Act. The reason for this is to allow the county governments to fully operationalize their county treasuries and to pass the relevant laws governing their revenue raising measures. view
