Mr. Speaker, Sir, the inequality in Mandera County is so bad that apart from the fact that 88 per cent of the people of Mandera are living below the poverty level, 94 per cent of the people in Mandera have no access to electricity. So, if you look at the inequalities in this country, there is no other way of addressing it except through devolution. Mr. Speaker, Sir, we have heard what Sen. Haji has said. It is becoming very apparent that we are getting a very raw deal from the Ministry in charge of internal security in this country. Members have been asking for Statements, information and directions because insecurity has become a major problem from the central part of Kenya, to the north eastern part and everywhere else. On a point of order, Mr. Temporary Speaker, Sir. You heard the hon. Senator saying on the platform of this august House that if this Bill is not passed, Members of the Senate will commit suicide. Even in jest that is not acceptable, because Members of the Senate have a lot of other things to do, than just assisting in stabilizing the Governors to continue in office.

It is in the public domain that a Motion on the draft Public Finance Management (Uwezo Fund) Regulations, 2013, proposed to be made by the Cabinet Secretary, National Treasury, is before the National Assembly for debate. Mr. Speaker, Sir, the hon. Chairperson needs to clarify that point. When the Budget of the national Government was approved, the amount allocated for infrastructure, including roads, was in excess of Kshs180 billion. In her answer here, she talked about money not being allocated for some roads and lack of Exchequer releases. In other words, the vote has been made for those roads, but the Exchequer was not available. Could she clarify; if Kshs180 billion plus was allocated for infrastructure, where is that money? Mr. Speaker, Sir, you know this is not a House of rumours. You heard the Member say that she thought we were meeting. We were not meeting anybody from Treasury to discuss in-flows or out-flows of money. The question that the hon. Senator needs to explain from her Committee is; how much money was allocated by the national Government to roads in this financial years and how it has been spent. Why are those roads not being financed? That is what she needs to tell the House. It is not about the Kshs10 billion that is being refunded.
