  • 12 Nov 2013 in Senate: Mr. Deputy Speaker, Sir, I would appreciate if the Chair would clarify on the policies of the Government, particularly this Ministry, regarding the equitable distribution of resources. The main thing today in this country is about equitable distribution of resources. That is why we are having devolution. The concern here is that the company called Tullow Oil is not actually benefitting the people of Turkana in terms of procurement of goods and services. This is a major concern to all. Could the Chairperson confirm that it is now going to be the policy of the Ministry of Energy and Petroleum ... view

  • 7 Nov 2013 in Senate: Mr. Speaker, Sir, with all due respect to the hon. Senator, she is reading an extremely long Statement and I can see that there are very many pages remaining. Could we request that she tables for the relevant Member to look at it and simply summarize it? view
  • 7 Nov 2013 in Senate: Mr. Speaker, Sir, this is a very important matter. This is the pledge of the Jubilee Government. I would appreciate if the Acting Chairperson of the Committee, in addition to what Sen. (Prof.) Lonyangapuo said, could clarify for the 180 community-based irrigation projects across the 47 counties. How are these projects selected in terms of the criteria? There are studies which have been in this country which clearly show that for every shilling invested in the Arid and Semi-Arid Areas (ASAL), you stand to make a return of Kshs5 as opposed to every shilling that you invest in the high ... view
  • 7 Nov 2013 in Senate: On a point of order, Mr. Speaker, Sir. You heard the Acting Chairperson of the Committee say that she was only given a Statement to come and read. The Acting Chairperson came here to represent the Chair, therefore, anatosha . So, she is required to respond to the queries which arise from the Statement that she raised. I think if the Acting Chairperson is not ready, she should not come and read a Statement on which she cannot answer supplementary questions. view
  • 7 Nov 2013 in Senate: Thank you, Mr. Speaker, Sir. I would appreciate if the hon. Senator would clarify on the issues of sustainability of this fund with regards to two areas. One, in terms of the fund itself, does the Government intend to inject a similar amount every year, or is he simply relying on the devolving aspect that people will repay? Secondly, again in terms of sustainability now on the beneficiaries, the amount between Kshs50,000 to Kshs500,000 would mean an average of about maybe Kshs100,000. Most people would, probably, make Kshs100,000 or Kshs200,000. Would that really make a difference in terms of what ... view
  • 7 Nov 2013 in Senate: On a point of order, Mr. Speaker, Sir. The clarification I sought that he is responding to has been taken out of context. Will the 50,000 limit for a group make a difference? It is not whether the whole Fund will make a difference. view
  • 6 Nov 2013 in Senate: Mr. Speaker, Sir, I rise to support this Motion by the Rules and Business Committee on nominations of various Senators to various Committees; specifically on the Committee that I Chair, that is, the Committee on Finance, Commerce and Economic Affairs, where we lost two distinguished Senators to the by-elections. Indeed, we are pleased to note that the Committee has nominated very capable people. Mr. Speaker, Sir, I have a lot of confidence in Sen. Mutula Kilonzo Jnr. I am sure that he will be useful to the Committee. There is also Sen. Boni Khalwale from Kakamega, although immediately he did--- view
  • 6 Nov 2013 in Senate: Mr. Speaker, Sir, in the school that I went to, you can use adjectives to describe people. When I say “very capable”, it is in the context of the position for which these people have been nominated. So, you may be capable, but if I say that so- The electronic version of the Senate Hansard Report is for information purposes only. • 6 Nov 2013 in Senate: Mr. Speaker, Sir, if, indeed, he won three times, he would have been the Chair. But we spent three weeks not doing useful work because of his unending desire to pursue that office. Mr. Speaker, Sir, I want to conclude by saying that one of the challenges that we have seen in the past is the need to balance the desire to call the Executive to answer and give them time to deal with policy matters and execution of their work. I think that there is need to do a balance of that, because we have been reading also that ... view
