  • 15 May 2013 in National Assembly: Hon. Deputy Speaker, Sir, I beg to give notice of the following Motion:- THAT, aware that bright students from poor family background who score 70 per cent or more of the total marks in the Kenya Certificate of Primary Education (KCPE) fail to join Form One every year for lack of school fees; noting that if such trend is not checked bright students from poor families will be left out of the learning process hence ruining their future; aware that Article 53(1) (b) of the Constitution guarantees every child the right to free and compulsory basic education; recognizing the need ... view
  • 2 May 2013 in National Assembly: On a point of order, hon. Speaker, Sir. I rise under Standing Order No.172. The Member for Mukurwe-ini is saying that the Whips should move ahead and constitute the Committees whereas Standing Orders No.172 states that the Committee on Selection will among other things, nominate Members to serve in Committees save for the membership of the House Business Committee and the Committee on Appointments. I request your guidance on this because I believe that what we are discussing here is not in line with the Standing Orders. The Standing Orders state that the Selection Committee should be doing the business ... view
  • 2 May 2013 in National Assembly: A few weeks ago, I requested your guidance on the Selection Committee and how it will go about the business of constituting the Committees. The Standing Orders have not given direction on how the Selection Committee should do that. As hon. Midiwo has noted, if you go to Standing Order No.1(2), it states that:- “(2) The decisions made in paragraph (1) shall be based on the Constitution of Kenya, statute law and the usages, forms, precedents, customs, procedures and traditions of the Parliament of Kenya and other jurisdictions to the extent that these are applicable to Kenya”. view
  • 2 May 2013 in National Assembly: Hon. Speaker, Sir, given the fact that the Selection Committee is a new Committee of this House, it does not have a formula of constituting PIC, PAC and the other Committees, in your wisdom, I request that you give guidance on how the Selection Committee should do this. Once you give that guidance, we will not have this locking of horns in this House. Standing Order No.1 gives direction that you should give guidance based on the Constitution. The National Assembly, based on the supreme law of this land, namely, the Constitution, represents the people from the constituencies and special ... view
  • 25 Apr 2013 in National Assembly: Hon. Speaker, Sir, first, I rise to support this Motion but before that I wish to request for your guidance on an issue regarding the Standing Orders. Hon. Members of this House look excellent in the African wear, for instance, hon. Mwaura who is the Nominated Member for ODM. So I seek your guidance to know whether Standing Orders agree that hon. Members can appear in African wear in subsequent Sittings. view
  • 25 Apr 2013 in National Assembly: However, I rise to support this Motion requesting an increase in membership of committees. As most hon. Members have observed, we wish to take part in the proceedings of this country. When the President was reading the Cabinet Secretaries line up today, he noted that there are some key departments that many people wanted to be separate Ministries. One of them is the department of youth and women and the department of petroleum which people felt should not be part of the energy or mining. I would like to beg this House through the Committee of Procedure and House Rules ... view
  • 18 Apr 2013 in National Assembly: Thank you, Hon. Speaker, Sir. First, I thank God for this great blessing of serving the country together with other hon. Members, as a servant of the people of Kenya. view

  • 18 Apr 2013 in National Assembly: Secondly, I congratulate you, Hon. Speaker, Sir, once again for being elected as the Speaker of this honourable House. I also thank the dear people of Buuri for electing me. In fact, in that constituency, it was not an election but a revolution. That is how they elected a 26-year old servant as an independent candidate. view
