Starting with Clause 8, it is worth noting that many of the drought interventions that we need to do especially through the proposed Board are county functions based on the 2010 Constitution that we passed as a nation. Agriculture and water are devolved functions and they entail drought intervention. It is no doubt that you must involve the county governments. We have all along been emphasising on the benefits of devolved functions and funds such as the Constituencies Development Fund (CDF). In fact, Ntirimiti-Subuiga Slum is where I have grown up as a squatter and it is important to mention that there is a wildlife corridor that has been set aside by the Government and has been lying idle for 20 years till now. We really wish as you directed that the Committee on Lands would move with speed and consider that petition and many other livestock-holding land totaling about 20,000 acres in Buuri Constituency that is lying idle whereas squatters are living in very deplorable conditions. I am rising under Standing Order No.209 on an issue over which you said you will make a ruling next week raised by the Vice- Chairperson of the Committee on Implementation on Executive undertakings. I wanted to get your guidance on whether the undertakings referred to as National Assembly Resolutions that include the Statements to the House--- Some Statements have been delivered to the House regarding our constituencies like roads that should be done and so on. An instance is a road that the Executive, through the Cabinet Secretary, for Transport and Infrastructure resolved to make two years ago but it has not been implemented. I was wondering whether it is the Departmental Committee on Transport, Public Works and Housing or it is the Committee on Implementation to follow up on Executive undertakings. view
