  • 3 Dec 2019 in Senate: The Senate is held with high esteem by the citizens of this country. I will be the first person to move to court this season, if nothing goes on. We cannot leave the Bills in limbo at the National Assembly. view
  • 21 Nov 2019 in Senate: Thank you, Mr. Speaker, Sir, for giving me this opportunity to also air my view with regard to the Statement by Sen. Prengei. Having listened to my colleagues contribute, I need to also get from the relevant Committee the following details or concerns. We know we gave out our own individual data; I would like to know how safe it is. Mr. Speaker, Sir, do we really know whether our data is safe and that it cannot be interfered with? I would also like to know the total cost of the project because it keeps on varying. Sometime you hear ... view

  • 20 Nov 2019 in Senate: Thank you, Mr. Temporary Speaker, Sir. I am baffled by with the contribution of Sen. (Dr.) Ali, and I sit in the Committee on Finance and Budget. The other members are Sen. Mutula Kilonzo Jnr., Sen. Wetangula, Sen. (Eng.) Mahamud, our Chairman and Sen. Farhiya. The last time we had a meeting, we had called the Committee of Finance and Budget to sit at the Kenya International Convention Centre (KICC), and I remember that he was there. We were given the schedule of those projects, their value, the areas of distribution and so on, and so forth. He was also ... view
  • 20 Nov 2019 in Senate: Mr. Temporary Speaker, Sir, this issue of distribution of the national wealth has brought a lot of disparity in this nation. This is especially so in terms of what is going on at the Commission on Revenue Allocation (CRA), and sharing of the national cake. The formula which has been introduced has brought problems. These are concomitant to what Sen. Mwaruma is trying to assert. Either way, if you look at it from the top, bottom or sideways, it is still the same question of sharing of the national cake. view
  • 20 Nov 2019 in Senate: Since independence to date, it is true that certain areas in this country have benefited more than others, particularly the SAHEL areas. The North Eastern and Lower Eastern have not been allocated adequate projects. The formula is very cooked up. The 21 counties as opposed to--- view
  • 20 Nov 2019 in Senate: Mr. Temporary Speaker, Sir, I stand corrected. I meant the Arid and Semi Arid Lands (ASALs). We had a conference in Malindi on the same. However, that encompasses areas from where I come from, Kitui, Machakos, Makueni, Garissa, Marsabit and so on, and so forth. That is the area that I am referring to. In 1969, the late Tom Mboya drafted Sessional Paper No.10, which gave priority to areas with the best weather to be developed. This was done not knowing that God has His own ways of doing it in His own creation. Those are the areas which were ... view
  • 14 Nov 2019 in Senate: Mr. Speaker, Sir, I rise pursuant to Standing Order No. 48 (1) to seek a Statement from the Standing Committee on Lands, Environment and Natural Resources regarding the alleged land grabbing of an Early Childhood Development Education (ECDE) centre and playground for children in Mugoya Estate, Nairobi City County, LR.No.Nairobi/Block 103/793. In the Statement, the Committee should address the following issues- (1) Provide a report as to why the Ethics and Anti-Corruption Commission (EACC) delayed in investigating a complaint made on 27th May, 2014, on the alleged land grabbing of LR No. Nairobi/Block 103/793; (2) Provide a report indicating the ... view

  • 13 Nov 2019 in Senate: Thank you, Mr. Speaker, Sir, for giving me this opportunity to also support this critical Petition. Historians like the Senior Counsel, Sen. Orengo, who also served as the Minister for the Ministry of Lands, have spoken. I am also a historian and I need to add that there are two limbs regarding the land that was taken away by the white men. After the First and the Second World War, the queen sent the soldiers to East Africa with the intention of compensating them for services well rendered during the war. The problem is that the Government retained the land ... view
