  • 6 Nov 2013 in Senate: Madam Temporary Speaker, I want to profusely and in good faith, apologize for thinking that the hon. Senator is younger than she is. view
  • 6 Nov 2013 in Senate: Thank you, Madam Temporary Speaker. I was making the important point that, at the moment, the National Anthem is taken seriously. In 1978, when the late President Kenyatta died, they started by playing the National Anthem to bring the country together. Therefore, it is a serious thing. We play the National Anthem and hoist the National Flag only when a Kenyan athlete has won a gold medal, but not even when he has won silver or bronze. Therefore, the National Anthem is taken seriously. Finally, Madam Temporary Speaker, because of the absence of regulations, the National Flag has been abused ... view
  • 6 Nov 2013 in Senate: Yes, there is no choice. So, I do not have to belabour that point. The second one is that Members might ask why I have not distinguished between the two Speakers of the two Houses. It is because I want to avoid an unnecessary debate here and in the Lower House. This is because the moment you put the Speaker of the National Assembly above, the Senate will also demand that the Speaker of the Senate be above and vice versa . So, to avoid that, whichever Speaker is present on that day should be given his or her respect. ... view
  • 5 Nov 2013 in Senate: Mr. Speaker, Sir, I have got just a small further clarification to seek from the Chairman. Beyond harvesting of the forests, what is the national Government doing to help county governments to benefit from carbon trading that is now the in-thing? view
  • 5 Nov 2013 in Senate: On a point of order, Mr. Speaker, Sir. The Chairman is asking for time to respond to my question. Could he indicate how much time he wants? If you give him that time, let him come and also tell us how the benefits of carbon trading will also accrue to the local communities, especially Kakamega and Nandi, where we have got the only remaining tropical forest. view
  • 5 Nov 2013 in Senate: Mr. Speaker, Sir, the Senate is lucky that the Chairperson of this Committee is a doctor of medicine; and he knows very well that the commonest cause of death amongst children under five years is diarrheal illnesses. He is also aware that today, as we speak, there are children and adults dying because of typhoid as a result of this sewer spillage. Mr. Speaker, Sir, so as to demonstrate the seriousness of this issue, could the Chairperson tell us whether, in the meantime, he is going to ask the Government to commit itself to using part of the disaster fund ... view
  • 31 Oct 2013 in Senate: Mr. Speaker, Sir, the Statement sought by Sen. Bule is so crucial. Could the Chairperson consider bringing a more comprehensive response so that he touches on all the counties because the problems in Tana River are replicated across the country? view
  • 31 Oct 2013 in Senate: On a point of order, Mr. Speaker, Sir. We thought that the Chairperson would pause so as to give us an opportunity to interrogate the first Statement. Or are you recommending that--- view
  • 31 Oct 2013 in Senate: Mr. Speaker, Sir, first of all, let me thank the Government for reshuffling the police officers in Bungoma County. But more importantly, the death of this particular advocate has raised a lot of confusion on the ground to the extent that a very big section of the community and the population there believes that this death was political. Mr. Speaker, Sir, I have two questions. Could the Chairperson give us any indication whether, as of now, there is any evidence linking any politician to the murder of this particular advocate? Two, the Chairperson should tell us whether he is aware ... view
  • 31 Oct 2013 in Senate: Mr. Speaker, Sir, granted that the Chairman is not a member of the Executive in the Jubilee Coalition Government, who has told him that our soldiers who are known to be thieves have not been practicing the same trade--- view
