What I meant is that granted that the Chairman is not a member of the Executive and granted that it is common knowledge, admitted by the Chief of General Staff, Gen. Karangi, that some of our officers are actually thieves, is he in order to attempt to reassure the country and to mislead the House that our soldiers are not stealing arms from Somalia and bringing them into the country? view
