Mr. Speaker, Sir, I rise under Standing Order No.1 to request you to think deeply about this Motion. Motion No.11 is actually attempting to bring to the Plenary of the Senate, a political party matter. When I scrutinize the list, I see three Members belonging to the Jubilee Coalition, that is, hon. Zakayo Cheruiyoit, hon. Wambui Shebesh and Sen. Kipchumba Murkomen. Apparently, the same names are the ones that left here last time and went to the National Assembly. On a point of order, Mr. Speaker, Sir. Is the Senate Majority Leader in order to mislead the House that the Moi administration was in the forefront when, in fact, we know that the Mau Forest was destroyed and land given to politically-correct individuals, relatives and members of the military? Is he in order to use the Floor of this House to mislead the Republic that we have anything to say in praise of the Moi administration when, in fact, they destroyed our economy and environment?

I am not yet done. I have withdrawn the issue of Orange and Wiper houses and I apologise. If you so grant, you would have done nothing new because a precedent was set for you by earlier Speakers who ruled as much. We would have saved the time of this House and we would also have pre-empted the possibility of again going to the East African Court of Justice or to the International Criminal Court (ICC). I beg that you consider my request.

On a point of order, Mr. Speaker, Sir. I beg that you forgive and allow me to get away with the word “conspiracy.” Could it be purely by accident that there is a conspiracy by some of the beneficiaries of the injustices of the Moi system to come and defend the same injustices that they visited upon the Republic? This is because powerful politicians partook of the land in Ngong Forest, Karura Forest, Mau Forest, Kakamega Forest and many others. Mr. Speaker, Sir, I rise to seek for a Statement from the Chairman of the Committee on Energy, Roads and Transportation in respect of the stand- off between Tullow Oil Company and the residents of Turkana County which has forced the oil drilling company to stop business. I would like the Chairman to clarify the following: What urgent measures the Government is taking to end this ugly and unfortunate incident. Secondly, to clarify how Tullow Oil Company has factored the needs of the local Turkanas in the exploitation of this oil resource. Thirdly, what the Government is doing to scale ...

Yes, Mr. Speaker, Sir. Indeed we need a comprehensive answer but it is also important for him to factor in the implications to the foreign investing community. The message should not remain undelivered for a long time since we want investors to engage in business activities in the country. Could he compromise and bring it on Thursday next week?

On a point of order, Mr. Speaker, Sir, the issue raised by Sen. (Dr.) Machage cannot be swept under the carpet for the reason that the Senator of Nyeri is telling us that traders should not blame anybody if they did not apply. Could he confirm and clarify to this House that you made the public aware that such a lucrative tender was there? You cannot hide under that fact when potential business people were not aware? Did you advertise those tenders?
