Thank you, Mr. Speaker, Sir. My clarification arises from the assertion by the Counsel for the Deputy Governor that the witness serves at the pleasure of the Governor of Kisii County. Section 35 of the County Governments Act gives the Governor the responsibility to form and appoint, with the approval of the County Assembly, the County Executive Committee. The same Act in Section 59, gives the power of appointment of the rest of the staff to the County Public Service Board, which appointed the witness. Mr. Deputy Speaker, Sir, my point of order is to appeal to you. The appeal is arising from the provisions of the Rules of Procedure. I invite you to look at Rule No.22 in our Standing Orders. I am appealing to you that you vacate your direction, in order to accommodate the time constraints, the Counsel for the County Assembly should lose his opportunity to cross-examine two witnesses.
