If you look at her history, she has managed to hold offices almost similar to the one she wants to go to. I do not think Mrs. Anne Rwamba had the capacity to make decisions alone on behalf of that Commission. It will be unfair to say that she could sit alone and make a decision. The decision was made by all the commissioners. Kenyans were demanding that salaries be reduced because the wage bill was heavy and they did what they had to do.
