  • 20 Jul 2011 in National Assembly: Mr. Speaker, Sir, that is the right thing to do, but sometimes, we do not have adequate resources to carry out both the sewer and water services in towns. But I understand and appreciate the importance of sanitation in every town. Sometimes we do water projects and treatment and after that, we ensure that we also provide resources for the sewerage. Otherwise, that is the right thing to do. view
  • 20 Jul 2011 in National Assembly: Mr. Speaker, Sir, I am aware that sewerage and sanitation coverage in the country does not cover more than 40 per cent of the urban areas. Therefore, this has to be done through all the Ministries, for example, the Office of Deputy Prime Minister and Ministry of Local Government, the Ministry of Public Health and Sanitation, the Ministry of Water and Irrigation and all the others including the towns. We are going to integrate all the work that we are doing because the source of the funds is the same, namely, the Treasury. This is something that can be done. view

(a) Yes, I am aware that the excavated material from the Hohwe Dam was placed and compacted on the left hand side of the reservoir as it was intended at the design stage. My Ministry has already taken steps to ensure that the excavated material is safely placed and does not pose any danger to the people and the environment. The only site that we got was 15 kilometres away from the dam near a place called Kiganjo and it would have cost us an extra Kshs100 million which we needed to construct this dam. We are supposed to take care of more than 8,000 people and 1,000 livestock. That was how the Ministry came to know about the people we are dealing with, including their own elected counsellors. I do not have the number of sessions, but I know that those people were actually part and parcel of the decision, and were also involved when we were constructing the dam. Mr. Speaker, Sir, many times, engineers are not so much involved in educating people. They want to do their work and leave, but the hon. Member and other leaders must do their work.   • 19 Jul 2011 in National Assembly: Mr. Speaker, Sir, it is true that we were desilting this dam, which was constructed during the colonial time. We desilted it recently. I will be willing to get one of our engineers, as per the request of the hon. Member, to visit the site and check whether we have done it correctly, so that we do not have to do desilting of the dam once again. Mr. Speaker, Sir, having said that, I would like to ask the hon. I had talked to the Deputy Prime Minister and Minister for Finance and told him that the Ministry of Water and Irrigation should be allocated more resources or funds so that we can deal with the drought situation in the country. view
