I rose from being a trader in the downtown side of Nyamakima, Kamukunji area. There are very serious SMEs in that area that have been set up by people from the villages. They have blossomed and grown to be medium enterprises. Others reached the industrialisation phase through the support they got from the Kibaki Government. It is so demoralising because we are killing that spirit. My sister seeks to develop a unified national policy on SMEs and I support it from the bottom of my heart. If we want to boost the economy of this country, we should start with empowering SMEs. If you look at the developed countries of the world, they heavily rely on the private sector to empower their economy. If you look at countries like India, they started with cottage industries, moved to handcraft industries and reached the industrial revolution level through empowering small traders and SMEs in their countries. Thank you, Hon. Speaker for giving me this opportunity. I rise to contribute to the proposal on the amendment of the Constitution to include the NG-CDF. First and foremost, in Starehe Constituency, Nairobi County, where I come from, most of the populace dwell in the slums. The people have benefited from bursaries through the NG-CDF throughout their lives. Therefore, proposing that the NG-CDF be scrapped off will be detrimental to the gains made by the NG-CDF in my constituency. About housing, I am an MP for a constituency that has a very huge population living in the slums. These people are optimistic that the affordable housing plan that the Government promised will help them redeem their livelihoods by providing decent housing.
