Mr. Speaker, Sir, unless we are dealing with a Government which is not serious in being accountable to the House and Kenyans--- How is it that the same Government can write a letter, which I hereby table, showing that they gave a company a PIN and Tax Number online and yet, it does not know who the directors of the company are? They even wrote indicating that they do not know who the directors are. Are we not exposing our country? What is the Assistant Minister doing to ensure that we get the names of the directors of those companies ...

(b) Who were the exporters of the consignment of elephant tusks worth over Kshs380 million and equivalent to 120 elephants killed, which was impounded by the Thailand Customs Department?

Mr. Speaker, Sir, the problem is not with the Ministry or the KWS. From the documents which were tabled by the Assistant Minister, the problem is with customs, specifically the KRA. Mr. Speaker, Sir, within the banking sector, there is something known as âknow your customerâ. You cannot open an account in a bank unless the bank knows, not just the name of the company, but the directors. If somebody is able to open a company and register for tax payment and the Government does not know that person, then obviously, activities of this nature will continue. What is he ...

asked the Deputy Prime Minister and Minister for Finance:- (a) what became of the approximately Kshs.5 billion held by the Central Bank of Kenya and other commercial banks in âfrozenâ accounts belonging to âpyramid schemes; (b) when the âpyramid schemeâ victims will be refunded their money; and, (c) why the Government has failed to institute criminal proceedings against the directors/proprietors and officials of the schemes.

Mr. Speaker, Sir, it is now very clear that the Government has no intention of helping victims of the pyramid schemes. Part âcâ of my Question was very clear: âWhy has the Government failed to institute criminal proceedings against directors, proprietors or officials of these pyramid schemes?â In his answer the Assistant Minister says very clearly that all complaints received from members of the public were channeled to the Banking Fraud Investigation Department. Mr. Speaker, Sir, as we have always said, there is no will from this Government to help the victims of pyramid schemes. The Assistant Minister says clearly that all victimsâ complaints were investigated. The Nyenze Report was very specific and its recommendations were very clear; prosecute because there is enough law. Why did the Government fail to investigate those people while there were complaints from the victims? Why did the Government not investigate them?

(b) Who were the exporters of the consignment of elephant tusks worth over Kshs380 million and equivalent to 120 elephants killed, which was impounded by the Thailand Customs Department? (c) What action is the Government taking to address the issue of poaching?
