  • 27 Apr 2011 in National Assembly: Mr. Speaker, Sir, every Government has a vision. This Government has a vision known as Vision 2030, but the Minister does not want to commit himself on the question of the timeframe. That is when this road will be done. Is it that the Ministry lacks a vision when it comes to the issue of planning for roads? All we want to know is the timeframe. Is it in one year’s time, two year’s time or ten year’s time? It is as simple as that. Or, is it 2030? Is it that the Ministry does not have a vision? view
  • 27 Apr 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. It is unfortunate because we all know that the gold from Congo – Kabila’s gold – has disappeared under the watchful eye of this Assistant Minister. Is he in order to purport that a letter which his addressed to his Permanent Secretary and copied to the Commissioner of Mines is not genuine? The letter has been tabled here. view

  • 27 Apr 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. Is the Rt. hon. Prime Minister in order to refer to me as Mr. Mutiso? Is it possible that--- view
  • 26 Apr 2011 in National Assembly: asked the Deputy Prime Minister and Minister for Finance view
  • 26 Apr 2011 in National Assembly: Mr. Speaker, Sir, I am just seeking your ruling on this matter. I do not know whether you heard what the Assistant Minister has said; that he is seeking the Attorney-General’s opinion on whether he should table the reports which were forwarded by the Banking Fraud Unit to the Attorney-General’s Office to Parliament. If you allow that to happen, then no information will be available from the Government. Mr. Speaker, Sir, just to remind you so that you can guide the Government, this House has asked, over the last one month, for the names of the owners of Grand Regency ... view

  • 26 Apr 2011 in National Assembly: Mr. Speaker, Sir, I seek the ruling of the Chair that this House does not need the opinion of the Attorney-General on whether the names should be tabled or not. It is the right of this House and every citizen. So, all we want is the names which were forwarded by the Banking Fraud Unit to be tabled and that is it. view
  • 21 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I do not know whether you took note of the answer to Part (a) where he placed the blame on the county councils and, therefore, washing the hands of the Ministry. All local authorities are under his Ministry and they are run by CEOs, who are clerks appointed by the Minister. So, I want the Assistant Minister to tell us clearly whether there are any definite plans to construct those markets. Is construction based on how one is politically-correct and not the answer he has given here of placing the blame on local authorities? view
  • 21 Apr 2011 in National Assembly: asked the Minister for Medical Services:- (a) why the Government has not deployed the last lot of medical interns; and, (b) how the Ministry plans to meet the shortfall. view
