On a point of order, Mr. Speaker, Sir. His Excellency the Vice- President and Minister for Home Affairs has, indeed, put a very good case. However, on the issue of rendition, which is already before our Committee, he did not come out clearly. He was not very specific. The Minister for Justice, National Cohesion and Constitutional Affairs has, indeed, condemned the rendition. On a point of order, Mr. Speaker, Sir. The circular the Assistant Minister says came from the Office of the President, actually came from the Permanent Secretary, Secretary to the Cabinet and Head of the Public Service and the Question was rightly forwarded to the Office of the Deputy Prime Minister and Ministry of Finance. What does the Assistant Minister mean when he says that the circular came from his Ministry and yet it is not in charge of procurement?

Mr. Deputy Speaker, Sir, I was hoping that the Minister, who signed this Question, would be around to answer it. The wording of the answer shows that the Ministry has no interest in the workers of this country. The answer should have read âI would have taken action were it not for the court case.â Nevertheless, I do not blame the Assistant Minister. I blame his boss. Mr. Deputy Speaker, Sir, that being the case, I have no further questions.

On a point of order, Mr. Speaker, Sir. I was really hoping that I would catch your eye. Thank you. Mr. Speaker, Sir, I will be out of order if I do not declare my interest. I have an interest in the travel business. The question here is that Kenya Airways is now supplying tickets to the Government and parastatals without having gone through the procurement procedure.
