  • 22 Jul 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the issue of fertilizers has been raised in this House on very many occasions. I am particularly concerned with the issues of Kilimo Plus Programme where farmers are given free fertilizer. From the answer, only 47,000 farmers have received fertilizer through Kilimo Plus Programme. If you go through the tabulation, in Eastern Province only 8,000 farmers benefited. Is the Government committed to promoting small scale farmers or is the Minister totally unable to convince his own Government to support him on the issue of fertilizers? view

The ruling of the Chair before the House went on recess was that the Ministry was given three weeks, not to come and answer, but to table a report which was going to confirm the status of the sewer systems in the hotels in Coast Province. Is the Assistant Minister in order to ask for another two weeks? view

He said that they hold offices on humanitarian grounds and that they are idle and not fully occupied. Are Assistant Ministers under that classification? view
  • 25 Jun 2009 in National Assembly: Mr. Speaker, Sir, a while ago, there were mothers who had delivered and had also been detained at the KNH. Some of them had been there for over three months. A small child, eight years old, from my constituency who underwent a heart surgery was detained at the hospital for three months. Is it the policy of KNH that if you cannot afford to pay the medical bills, then you should not take your patients there? view

I do not know whether you have heard the Minister request Members of Parliament to write letters to the management of the hospital to get waivers. As I speak here today, that is not acceptable in the hospital. Again, we are talking about the Government policy. We do not want people to be looking for Members of Parliament to facilitate them get waivers. We are only asking a simple question: Does the hospital intend to use those bodies as security to charge them in a bank? view

In the last Parliament, I had the opportunity to serve in the Committee that was investigating the murder of the late Tony Ndilinge who was the Member of Parliament for Kilome. The late Ndilinge stood on the Floor of this House, at that time, and charged that there was somebody in Government then who was plotting to have him assassinated. That report was tabled here. view
