  • 28 May 2009 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. It is unfortunate that the Assistant Minister is taking this issue lightly. How can title deeds be fake while they are taken to courts of law? Directives are given by the courts for people to be evicted from these pieces of land. Is the Assistant Minister trying to say that the courts accept to deal with fake title deeds? These are genuine title deeds issued by your own Ministry!   • 27 May 2009 in National Assembly: Mr. Deputy Speaker, Sir, as we speak here, there is a serious problem in the entire lower Eastern Province and more so, Ukambani region. This is because of the failed short rains. I would like the Minister to confirm whether, this time round, the Government is in a position to supply adequate relief food to all primary schools.   • 27 May 2009 in National Assembly: Mr. Deputy Speaker, Sir, if you look at the answer, you will find out that Kshs480 million had been allocated to the Lodwar Municipal Council, but only Kshs372 million was released. That leaves a difference of Ksh107 million. Likewise, if you go to the county council down there, you will find that Kshs78 million was allocated, but only Kshs60 million was released. He also told me that there was going to be one Ministerial Statement from his office.   • 27 May 2009 in National Assembly: Mr. Deputy Speaker, Sir, if you look at the HANSARD, you will find that the ruling was that the Ministerial Statement which was requested was to be made this morning. He actually confirmed to me that he will make it this morning. So, as loyal as I am to this House, I made sure that I was here this morning. However, after seeing me, he is now saying that he will make it this afternoon. view

Yesterday, I stood on a point of order regarding Questions that had initially been directed to the Prime Minister’s Office. One of those Questions was deferred yesterday. So, I request that this Question also awaits your ruling next week regarding Questions that are directed to the Prime Minister. I say so because it appears that the Prime Minister is dodging Questions. He answers the Questions that are easy to answer and refers the ones that are complicated, difficult and controversial, to line Ministries. view
  • 20 May 2009 in National Assembly: Secondly, I would like to remind you that when the issue of the railway line was brought here during the last Session, when the Minister himself was answering the Question, the Prime Minister thought that the Minister was not in the know. He stood up and intervened – something that was totally unprocedural. He was given permission by the Chair to state the position of the Government. Now that the Question has been directed to the Prime Minister, he should not dodge the Question and re-direct it to the Minister. view
