Obviously, the Assistant October 16, 2008 PARLIAMENTARY DEBATES 2809 Minister is taking this House for a ride and he has no interest in these affected people. It is the practice of one government after government that when they compulsorily acquire your land, they either compensate you through cash payment or they allocate you land elsewhere. In this particular case, they were given letters of allotment by the Ministry as compensation for the land they surrendered for construction of the dam. view
  • 16 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, in view of what the Prime Minister has said, no money has been paid out, but the deadline has not expired. He has also said that firm decisions will be made after 31st October, 2008. In that respect, could I request the Chair to ask the hon. Prime Minister to come back to the House after 31st October, 2008, and give us a report on the same? view
  • 15 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, I sat in the Constituencies Development Fund Committee in the last Parliament. We had negotiated with the then Director of Medical Services and he agreed to employ 1,600 nurses specifically for dispensaries which were constructed using the CDF money. But after they were employed, none of them was posted to areas where people were not "politically-correct." There are six dispensaries in my constituency, but none of them got a single nurse. What is the Assistant Minister doing to correct this injustice? view
  • 14 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister, Mr. Japhet Kareke Mbiuki, uttered the following words on Saturday to his constituents. He told them that:- "I am very disappointed and sorry that farmers have been waiting for this fertilizer. The truth is that nothing has been ordered yet". He went further to say that:- "The delay occurred because a supplier could not be identified quickly. I wish to apologise to the farmers on behalf of the Government". He did not stop there. This issue was discussed at length and what was interesting to add on what Mr. Ethuro has said, was that all copiers were not working and the Committee wanted the copies to be done outside Parliament and they were told that was not possible. We thought that the Committee was totally frustrated by the House itself. So, could you give us a ruling on what happens in such circumstances? view

  • 8 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, unfortunately or fortunately for the Assistant Minister, he comes from an area which is as affected as Turkana South District. I would like to remind him about collective responsibility and how Parliament operates. Our role in Parliament is to question the Executive. We are telling the Assistant Minister that a similar situation arose here when we questioned the process of recruitment of chiefs. You cannot have anybody applying to be recruited as a chief, because the qualifications are very high. He is not in a position to answer this Question satisfactorily. Since we have the Leader of Government Business here, could we refer this issue back to the Government to put their house in order and then we get a proper answer? view

  • 7 Oct 2008 in National Assembly: Mr. Speaker, Sir, the Minister is quite aware that one of the biggest centres in my constituency is Matuu Town. Over the years, there has been no water in that town. Could the Minister consider Matuu Town to be supplied with water from Masinga Dam? view
