On the same issue of harmonisation, which I do agree with, I want to bring to your attention that I have noticed a trend where amendments that contradict existing laws are brought to the Floor of the House. I was just wondering if there is no procedure, yet we have a Legal Department in the House, to confirm that an amendment does not contradict existing laws. I saw that happen yesterday. view

We have small financial institutions which are crucial and are planning to become banks like Unaitas and many others. I thought Hon. Njomo fights for the small people.   • 30 Aug 2018 in National Assembly: The matter I am bringing up has been brought up previously by Members. Under the Constitution, the Finance Bill is a money Bill strictly dealing with new taxes or modification of taxes. So, Members have noticed a trend where we are bringing amendments of Acts which have nothing to do with taxes. So, I am just asking for guidance from the Chair because this is not been the practise, it purely a money Bill, but we are getting some amendments of substantive Acts through the money bill. view

I am of the view that this House should not accept any clause in this Bill whose impact would be increased taxes. We all need not forget history. Revolutions are caused by cost of living. Where we are moving with the Big Four Agenda is as if the Government wants to do everything within a span of four years. That is not possible. If this House is not very careful, we are going to be held accountable. The problem with revolutions is that the biggest casualty is the leadership of the nation. First, all the nine nominees are from different backgrounds, professions and careers. We have Mr. Ndegwa Muhoro as the second police officer to be appointed as a diplomat. We have two senior professional soldiers, Lt. Gen. Ondieki and Lt. Gen. Thuita, who have had a very successful career in the military. They are diplomats by their own right. We have two politicians.
