  • 12 Apr 2022 in National Assembly: Hon. Speaker, one advantage of having been in this House for many years is to remember history. In as far as I can remember, in most occasions, the Speaker does not allow Members to speak from both sides of their mouths. I want to give you the example of Hon. Duale. Today, he says he is fighting for the cost of fuel to be brought down, while he is the same one who lobbied for increase in VAT on fuel. Members should learn to live with their sins. view

Today, he is busy talking about insecurity. The problems we have now are as a result of the former Chairman of the Budget and Appropriations Committee reducing the budget of the Ministry of Interior and Coordination of National Government. Deputy Speaker, you will recall that the issue of the diaspora became very crucial in this country’s foreign affairs policy as far back as the 9th Parliament. The Ministry of Foreign Affairs has tried its best, but it has always been frustrated by the National Treasury, more so by our own Budget and Appropriations Committee. view

The issue of the diaspora policy started in the 9th Parliament. There has been no funding through the Ministry of Foreign Affairs. The Ministry has tried, on very many occasions, to set up diaspora desks within the missions. Every time elections come up, we get promises like those by Hon. Duale stating that when they take over, they shall do a number of things for the diaspora. But successive Governments have always ignored the role the diaspora plays in the economy of this country. I would like to ask the Departmental Committee on Labour and Social Welfare to invite the Departmental Committee of Defence and Foreign Relations as well as the Ministry of Foreign Affairs in one of their sittings so as to know the frustrations which have been there in as far as the National Treasury is concerned. view
