Mr. Deputy Speaker, Sir, it is very clear that this particular Assistant Minister is evading answering the Question. It is asking what measures he is taking. He has not told us of any measures. He has only confirmed that he has no confidence in the Government he is serving. As an Assistant Minister, has he taken that matter to the Cabinet and what has been the response of the Cabinet? Short of that, then he has no business being an Assistant Minister. How I miss the late hon. Ojode!

The Assistant Minister has confirmed that procurement was done by the Ministry, but why was 30 per cent paid? It is as simple as that. Thank you, Mr. Deputy Speaker, Sir. This matter of the Government failing to show up to answer Questions has been persistent for so long. They have taken advantage of the good nature of the Chair itself. The Chair is a very good person; he is very humble, but the Government has abused this. No, Mr. Speaker, Sir. If I have your permission, we do understand that the Assistant Minister had been suspended for a very long time and it would do us good--- I know that road because I have used it once. The original works were actually never completed and the contractor abandoned the site. Could the Assistant Minister, as he visits that area, at the same time, try to see whether he can get a substantial amount? That is a very busy road.

On a point of order, Mr. Deputy Speaker, Sir. The answer was signed by the Assistant Minister in his office. After signing it in his office he cannot purport, on coming to Parliament, that the answer is not adequate unless he tells us that he found the answer in the House. Even if it was signed by the substantive Minister, he cannot purport to have not seen it in their office. That is how the issue of English comes in.

On a point of order, Mr. Deputy Speaker, Sir. It is very evident that the Assistant Ministers from one wing of the Government; the PNU, are not very comfortable with the Ministers who come from the ODM. This is because in both cases these are Assistant Ministers from the PNU side who do not want to read the answers which have been signed by Ministers from the ODM. So, is the Government going to hold the House to ransom because of their divisions within the Government?
