The reading of Article 96(1) speaks to the role of Senate, which is to protect the interests of the counties and their governments. One of the ways that this House can protect the interests of county governments as envisaged in Article 96 of the Constitution is to ensure that counties receive enough resources in order to undertake the functions allocated to county governments in the Constitution.   • 19 Apr 2023 in Senate: Devolution was meant to benefit Kenyan people and by so doing, allocate money to counties for more development. I served Baringo North as a Member of Parliament (MP). Mr. Speaker, Sir, you also served as an MP. You saw what the Constituency Development Fund (CDF) did in terms of construction of schools and hospitals, before devolution and other facilities like roads, electricity and so on. We saw the impact of what the CDF was able to do. That was the essence of devolution, so that when we allocate more money to counties, we could see more development in our regions. ... view
  • 19 Apr 2023 in Senate: I do not think institutions for learners with special needs receive equal attention like other institutions of learning. That is not good. I am happy that the Chairperson of the Committee on Education has confirmed that they are considering a Bill which when passed will help in this process. If you look at Article 27 of the Constitution, it talks about equality and freedom from discrimination. Article 27(1) states as follows- view

  • 19 Apr 2023 in Senate: “Every person is equal before the law and has the right to equal protection and equal benefit of the law.” As a country, we need to ensure that even students in special needs schools receive equal treatment, the way we do allocation of resources to other institutions. There is a need to even take stock.   • 19 Apr 2023 in Senate: , we collect more money. It is really shocking to me because when we go through the maandamano, it hurts the business. Direct investments by investors from abroad is discouraged and the local businessmen are unable to do their business. We recently learnt that we lost a lot of revenue during the maandamanos because people were not working. view
