Article 124 of our Constitution mandates this House and the National Assembly to establish committees and make Standing Orders for the orderly conduct of the proceedings of the House. Therefore, our Standing Orders have the full force of the Constitution of Kenya. The provisions of Standing Order No. 51 (a) all the way to 51 (d) have the full force of this Constitution.   • 6 Mar 2024 in Senate: That particular Standing Order No. 51(d) on non-attendance of Cabinet Secretaries, the only punishment provided for there is censure. I agree with the proposal that we might have to enhance the punishment. Apart from censuring a Cabinet Secretary, let us enhance the punishment. When governors do not appear before committees of this House, you know what they always do. They are supposed to pay a fine of Kshs500,000, if I am not wrong. Ali Roba and the Vice Chairperson, Sen. Tabitha Mutinda. I want to raise three issues. One is the proposed increment of the shareable revenue from Kshs385 billion to Kshs415 billion in the Financial Year 2024/2025. I come from Baringo County. Currently, Baringo County receives about Kshs6.7 billion. When you apply this amount to recurrent expenditure, the county remains with a minimal amount. As the leadership of Baringo County, we had presented a proposal to the Ministry, that we can utilise that water from Lake Baringo, take it up upstream and irrigate a bigger chunk of land, which will help Baringo North, Baringo South and Tiaty in terms of irrigation. However, he should confirm to the House that the country spent billions of money on fertilizer supply. Even if they were subsidized, I believe that the budget for fertilizers was in billions. Can the Ministry consider the possibility of processing our own fertilizers in Kenya? If that kind of money is spent importing fertilizers and then they are subsidized, would it not be cost-effective for the country to consider manufacturing our own in Kenya?
