  • 28 Feb 2024 in Senate: chance to debate this Motion and make a resolution that is going to help sort out this issue. Cattle rustling and banditry has been identified as a major threat to the security of our country, particularly in about seven or so counties: Baringo which is my county, Elgeyo-Marakwet, West Pokot, Turkana, Isiolo, Marsabit and Laikipia counties. These are counties inhabited by well over 8.8 million Kenyans and 1.7 million households who depend directly and entirely on livestock for their day to day living for food, clothing and so on. In other words, they define life through their livestock in terms ... view
  • 28 Feb 2024 in Senate: In a nutshell, these communities are denied the enjoyment of their political, economic and social rights. I want the country to know and would like to quote statistics- -- Unfortunately, 20 minutes will be short for me because I have a very serious Motion. Inter-Governmental Authority on Development (IGAD) Centre for Pastoral Areas and Livestock Development shows that between 2014 and 2016; only three years, a total loss of livestock through rustling and banditry is worth Kshs14.7 billion which is about Kshs4.9 billion annually while total loss of displacement of people in terms of loss is Kshs140.6 billion. In three ... view
  • 28 Feb 2024 in Senate: A serious disruption of the functioning of a community or society causing widespread human, material, economic or environmental losses which exceeds the ability of the affected communities and societies to cope using its resources ” Mr. Temporary Speaker, Sir, I submit that cattle rustling has caused serious disruption of the functions of the communities. It has also caused widespread human suffering and it exceeds the ability of communities to cope with the situation. It is, therefore, the reason why I submit that this House declares cattle rustling a national disaster. My other part of this Motion talks about investigating the ... view
  • 28 Feb 2024 in Senate: I, therefore, call upon my colleagues in this House that this is the moment. This is the time. This is the year. This is the day for innocent Kenyans who have suffered for close to 50 years and have been terrorised by a few bandits. I submit that the works of a bandit are like the works of a terrorist. What does a terrorist do? They kill. They maim. They destroy and displace the population. A bandit is a terrorist. We need to enhance punishment of a bandit to that of a terrorist, so that when we face a bandit, ... view

  • 20 Feb 2024 in Senate: Thank you, Madam Temporary Speaker. Our country Kenya is a great country. It is great because in 2007, we had a situation that almost brought our country to collapse. However, because of a situation where dialogue was given a chance, our country came back and we continued. After the elections of 2022, we had a similar situation. Our leaders led by the President gave a chance to dialogue and consensus building together with the leader of Azimio. We have been able to save our country on many occasions by the actions of our leaders. I, therefore, want to take this ... view

  • 20 Feb 2024 in Senate: keep that provision in this particular Report. However, all is not lost. We have the power to comprehensively develop a law that will set the standards for impeachment. Recommendation 842 is about resolving electoral disputes. I want to agree that we take that away from the IEBC and allow the parties to manage their resolutions or their disputes. Paragraph 843 is on entrenchment of the Senate Oversight Fund, the NG-CDF, and also the Ward Fund, which is very important. If we are to undertake our work as the Senate and oversight the county governments, that fund is critical. I am ... view
