Thank you, Hon. Deputy Speaker, for giving me this opportunity that I call hope at last because the issue of IEBC has been a huge challenge to this country. It has been accused of many things, including corruption and unfairness in managing the last elections in 2013. This is a solution. At least, we are beginning to see light at the end of the tunnel. The 14 Members who are selected here will be the representatives of this House and the public. It is part of that dialogue that has been an issue, which is beginning to yield fruits and ...

Thank you very much, Hon. Temporary Deputy Speaker, for giving me this opportunity. I support this Bill. I have my comments, most of which are very negative, but they are meant to improve the Bill. It is good to classify roads to know those that are going to be constructed by the national Government and those that are going to be constructed by the county governments and NGCDF. However, while there is good intention to make good roads, so much is left undone and that is most disappointing. There are a lot of delays. When construction takes place, one never ...

The public takes control. Sometimes, when the roads are in a bad shape, the youth bring soil to cover up the potholes. So, they make money along the road as they fill the potholes. Apart from that, there are no zebra crossings. These are basic things that a road needs whenever there are many people around there, especially schools, hospitals and markets. Zebra crossings are not there. Even if they are there, motorists just pass through. Again, that is a problem with motorists. The road constructors do not consider certain things that are good for purposes of good driving and ...

Thank you, Hon. Temporary Deputy Speaker, for this opportunity. I support this Bill with all those amendments. I want to highlight the fact that worldwide, people cherish education. What has been introduced here although it may be negative for those who may not have had the opportunity to go to school, it gives them an opportunity to go back to school because we are all highlighting education in everything that we do. I remember one time when I was at Maseno, we were looking for a watchman and it was very interesting that they were required to have reached Form ...

The establishment of a research center in relation to indigenous seeds and plants is a welcome idea. I am still very concerned about the many research centres that we have in this country. We have so many of them, including those that exist in the universities. I happen to have been a university lecturer. There are several departments and research centres in the universities that conduct research in the area of indigenous plants and medicines. Maseno University has an excellent research center. What that university suffers from is lack of funds. They do not have enough funds to extend the ...

Thank you, Hon. Speaker, for giving me this opportunity. On behalf of the people of Siaya, I take this opportunity to send our condolences to the family of the former President Mwai Kibaki, the people of Othaya and the Kenyan people. Mama Lucy was a role model to all of us. She was very stern and outspoken. She stood for family values. I remember very well when the media was on her case and the name of the family was going to be damaged. She stood very strongly to defend her family. I think that is one admirable part of ...

Thank you, Hon. Temporary Deputy Chairman. I support this amendment because women never have enough resources to campaign. That is why many of them do not get involved in politics. Finances are so limited to them that they can never campaign and win. This will support them to participate in politics. We want more women in Parliament. This is just a sort of an affirmative action that will allow them to have an opportunity to campaign like any other person. I support.
