Secondly, the role of the Judiciary is critical. We are playing complimentary roles such that whatever debate is going on here may end up in court. I support the move towards including women in the county assembly. Women in the county assemblies have no big roles even though they were nominated. I will take an example from Siaya County where nominated women MCAs have no roles within the county assembly. They are there as flower girls and they have no positions. Last year, we passed the Marriage Bill which was later on assented to by the President and this means it has already come into effect. In that Bill, it was indicated very clearly that men can marry more than one wife. Therefore, it means that women who are already in polygamous marriages need to legalise their marriages by registering them.   • 10 Jun 2015 in National Assembly: I imagine that a man with eight wives will have to pay quite a lot to register all the wives. This becomes very expensive. I sympathise with the men who marry more than one wife, because registering them all will be more expensive than they had expected. So, this needs to be reduced. We also need to take the offices that register marriages to the county. Devolution must be made to work. First and foremost, what I have observed is that Kenyans leave for countries abroad for various reasons. They go to study, to work while others just go to visit. They end up sticking there. They may not get jobs there and, therefore, commit crimes there. The crimes that I imagine warrant to be considered as cases for transfer are murder, serial rape cases, and burglary. Americans are very good in knowing where their citizens are. They are very smart in knowing that their citizens are suffering in another country, and they act quickly to rescue them.
