Therefore, this Bill comes at a time when we need to support people who are going through these kinds of experiences. In developing and developed countries, there are trauma centers that look after people who are going through hard times. Therefore, it is a Bill that is coming at the right time and I support it, because it is going to save many lives. If lives are not saved at this time, many people will commit suicide. We read last year that a young girl committed suicide because she did not pass her Kenya Certificate of Primary Education (KCPE) examination. ...

Thank you, hon. Deputy Speaker, for giving me this opportunity. I do not know whether to support the Report or not but I am in-between. When you look at this Report, it gives you first, the historical background of various terror attacks which have taken place in this country from 1975. It goes through all the way up to the time of the Westgate Shopping Mall attack. I counted what is listed here and the terrorist attacks came to 36. Quite a number have been left out. With so many attacks that we have had in this county, what have ...

used AK47 rifles. That can lead us to where they came from because they have codes or are numbered. Why can this not lead us to where other terrorists are?

A Mitsubishi vehicle, KAS 575 was also found in the site. It had been used by the terrorists. Where was this vehicle registered? Can we not follow up on that? The third thing is that a Safaricom SIM card was also found in the place. This can tell us where terrorists are, only if we are serious. Something has gone wrong. The recommendations are very interesting. One of the recommendations states that we need to declare war against the Al Shabaab wherever they are. That is good. We need to do that, but how can we do it successfully when ...

Hon. Temporary Deputy Speaker, I thank you very much for giving me this opportunity. I would also like to add my voice to this Motion. What happened today is indeed very bad. It was very embarrassing but this is a country of strikes. It was not surprising to see motorists on the streets. It has never been surprising to see teachers or doctors or university students in the streets. So, striking is a common phenomenon in this country. What it means is that there is no dialogue. We always wait until a strike occurs.

When it comes to parking fees or levies, I must say that there is no logic in raising those levies abruptly in the manner that they have been raised to surprise motorists. Motorists should also learn not to raise their fairs whenever it rains. Whenever it rains in Nairobi, fares go up suddenly, and it surprises people. So, what happened today is a big lesson to both sides. I am not taking sides with the Nairobi County Government or the motorists. I am simply saying that there is no dialogue between the people who are involved. Matatu operators should also know ...
