I am in support of the establishment of the National Drought Management Authority because drought is a problem we have had for many years in this country. It is a perennial problem. The Level 2, 3 and 4 hospitals need to be removed and we just have one level straight and have all the services that we have missed over the years to be introduced there. So, what I am supporting is that devolution is a good thing but when programmes or facilities do not have the kind of services that we have never had for a long time, then that is what needs to be devolved.   • 24 Jun 2014 in National Assembly: a lot. It intends to standardize qualifications and certifications. People come with certificates from all over the world and some of them are not accredited. This has given room to a lot of cheating. People graduate from unrecognized colleges and universities and then when they come back home they are unable to get recognition, let alone get jobs. This is actually a waste of human resource. Whether you are in the Opposition or not, the fact remains that these people have a history that they will leave behind that young people will emulate in life. This is the case and yet he worked hand in hand with the Prime Minister. I think that looks very selfish and unfair. It is part and parcel of abuse of other people’s rights.
