Thank you, Madam Temporary Speaker. I stand pursuant to Standing Order No.48(1) to seek a statement from the Committee on Education on the irregular promotion of teachers by the Teachers Service Commission (TSC). In the Statement, the Committee should explain why: 1. Teachers who have served as head and deputy head teachers on acting capacity in Bomet County, some more than two years, were left out even after an interview. Instead, they were replaced by teachers from other counties. 2. Provide a countrywide list of all teachers who have been promoted in the just concluded exercise. 3. State whether there ...

Mr. Speaker, Sir, thank you for also giving me this opportunity to say something about this Motion of elevating Nakuru town to a city. It has all that it takes being an agricultural hub. I have a lot of special attachment to this town because I went to Nakuru High School and Menengai High School whereby I am privileged to say that I was a classmate of Hon. David Gikaria. We attended the same class and I want to say I have a lot of attachment to this place. Geographically, it is central and it deserves to be a city. ...

suffered so much. He also paid very little attention to the issues that were faced by the people in Solai. Sen. Kihika could be the only one who knows what is happening in Nakuru County. The Governor did inhuman acts. He destroyed the kiosks of mama mbogas in an attempt to make Nakuru clean yet he did it at the expense of human life. People in Nakuru are not as happy as we may think. They are not proud of being in Nakuru town. They are actually wondering if we know of what is happening in Nakuru. The Governor has ...

Thank you, Madam Deputy Speaker, for giving me the opportunity to join you in welcoming the officers from Lamu County Assembly. Lamu County is one of our smallest counties. It is like our baby and we love Lamu County. They are welcome to the Senate. The Senate is their home. This interaction is very healthy because the Senate is the mother and father of devolution. This is where we determine the resources that go to our counties and also do oversight. As officials of the counties, we encourage them that integrity and transparency and accountability at work is what the ...

Sen. Cherargei, you are interesting. Whatever issues that have been raised here are very true. It is not only affecting Kisii County but all over our counties in this country. For example, when we talk about issues to do with procurement. In our counties, procurement is so skewed and very unprofessional activities taking place. If you check what is happening in all of our counties, the procurement rules are not followed by any governor. They influence the procurement officers sometimes. Even when we ask the procurement officers if they are

aware of whatever they are doing, you can hear them say we are following the direction of the boss. This leads to terrible corruption which in turns leads to the syphoning of the county money to individual pockets of some people. Madam Deputy Speaker, we must fight this menace seriously as the Senate. I support this Petitioner from Kisii. When we get across most of our counties, there are several projects that have stalled. Worst of all are those projects in counties which their founding governors never succeeded to go to their second term. The governors who came in completely ...

Thank you, Mr Speaker, Sir, for giving me this opportunity to support this Statement by Sen. M. Kajwang'. We cannot run away from technology; new technology is with us. The most important thing for every society to do is to embrace new technology and find ways to control the consumption of the same, especially checking on the negatives. Drones are very important technology and have been used in various ways to enhance development. Drones can be used to capture live events. Drones can also be used in agriculture, as Sen. (Dr.) Musuruve said, to enhance farming. It is a very ...
