On a point of order, Mr. Deputy Speaker, Sir. I refer to what the Senate Majority Leader said relating to the next week’s order of Business and what we must do to complete the Business which has timelines. In the next Business, we will be discussing the second basis for the equitable revenue sharing formula. However, I have just received the documents while seated here. They were not available before. The documents contain information on the second basis for equitable sharing of revenue as well as the Division of Revenue Bill. I have just received both copies. Mr. Deputy Speaker, ...

Mr. Deputy Speaker, Sir, I appreciate the advice. However, is it not possible for us to get copies of, for example, the Division of Revenue Bill earlier, since it was tabled in this House?

On a point of order, Mr. Deputy Speaker, Sir. The Senate Majority Leader is making a very important contribution, but the consultations on my left are so loud that we can hardly hear what he is saying.

Mr. Temporary Speaker, Sir, I thank the Vice Chairman of the Committee for the statement. However, you will notice that many counties are already complaining about delays in disbursement of funds due to the counties. From the answer given and specifically the table attached to this answer, you notice that out of the amount of Kshs273 billion due to have been disbursed to the counties, only Kshs117 billion is the actual amount disbursed as at 31st January, 2016. That means that less than 50 per cent money due to counties had actually been disbursed by 31st January. Will the Chairperson ...

Mr. Temporary Speaker, Sir, I thank you for that interpretation and guidance. I also thank the Chairperson who has clearly stated that the Committee on Finance, Commerce and Budget does not agree with the explanation given by the National Treasury. I am delighted about that because there is absolutely no basis for the National Treasury to set conditions for disbursement which are not contained in the County Allocation of Revenue Act or the Disbursement Schedule. Therefore, I am satisfied but I want the Committee to pursue this matter to ensure that no funds are delayed on account of the fact ...

Thank you very much, Mr. Temporary Speaker, Sir. Yes, I will. First of all, I thank the Mover and the Seconder of this Motion. This is a fairly straightforward Motion intended to accommodate the wishes of the parties represented in this House, who have sought re-organisation of the Membership of the various Committees. You will recall that recently, there was some confusion in this House which was as a result of inadequate consultation between the parties leading to a situation where Sen. Khaniri resigned from the Committee on Land and Natural Resources. I am very The electronic version of the ...

Mr. Speaker, Sir, on Statement (c), the Senate Majority Leader was requested to step in because the chairman of the relevant standing committee had failed persistently to respond to this Statement. I do not know what we will do now that the Senate Majority Leader is also absent to deal with this Statement. There are serious concerns around the country about the administration of the cash transfer system. There are serious doubts about the manner in which the beneficiaries have been identified. There are also serious fears that even those benefiting may not be genuine and deserving beneficiaries. Therefore, we ...

Mr. Deputy Speaker, Sir, we have been told that citizens of this country, particularly in the northern counties of Turkana and West Pokot, are starving. We have been told that children are in distress and some of them are dropping out of school. We have been told that Kenyan citizens are crossing to Uganda in search of food. This is serious and humiliating. We are also told that there is plenty of food elsewhere and yet these people have no access to that food. I want the chairman to explain what measures will be put in place to respond quickly ...
