  • 15 Jul 2015 in Senate: Madam Temporary Speaker, I stand to support this Bill. The object of this Bill is essentially to establish a legal framework for county assembly services boards. This is a framework which will enable them to operate in a formal, structured manner. The current county assemblies’ service boards are not anchored in any law. They have no code of conduct, are not professional at all in the manner they have been appointed and are not being guided by any principles, values or regulations. There are no set guidelines. Halima, especially for the eloquent manner in which she moved and provided the basis for debate on this Bill. This Bill seeks to provide for a structured format for coordination and liaison between the national Government and the county governments on matters to do with university education.   • 9 Jul 2015 in Senate: Mr. Speaker, Sir, first of all, I want to thank the Vice Chair for a very comprehensive response but you notice that in the month of April, 2015 alone, there were a total of 80 incidents of power blackouts in Kisii and the surrounding areas. This arose from various causes. This averages 6 to 7 blackouts per day. This is far too many and far too disruptive. Mr. Speaker, Sir, I appreciate the efforts being made and I hope that the construction of the new sub-station will reduce the distance and therefore reduce the number of blackouts being experienced.
