I believe that the Report contains important and very fundamental recommendations. It is important that we understand the rationale for these recommendations. I did not have the opportunity to make my comments at that time, but the Chairman has clearly confirmed that this money would be payable on the 15th of every month commencing 15th of August this year. The counties have accumulated huge pending bills. The explanation they are giving is that the National Treasury delays in disbursing this money. The money is not disbursed on the day it is given. view
