  • 21 Oct 2015 in Senate: Mr. Deputy Speaker, Sir, first I want to thank Sen. Khaniri and Vihiga County Assembly for raising this very important petition. There is a very serious problem with the registration of persons. The petition by Vihiga County Assembly is a reflection of the level of dissatisfaction by the citizens in a number of counties especially those neighbouring Vihiga County. The effects of the failure to issue identity cards to citizens denies them their rights as clearly stated in the petition; the right to own property, seek employment, vote and so on and so forth.   • 21 Oct 2015 in Senate: Mr. Deputy Speaker, Sir, there were two parts to this question. One was raised by Sen. (Dr.) Khalwale in respect to Kakamega-Kaburengu-Webuye Road and supplementary questions requested by Sen. Wetangula. I have a letter from the Ministry of Transport and Infrastructure requesting that they be given more time to submit answers in respect to the question by Sen. Wetangula. I have also received a request from the Senator for Kakamega, Sen. (Dr.) Khalwale, suggesting that it would be better if the two were answered at the same time. By looking at the report, I notice that the Committee held many meetings and workshops before producing this report. We know that citizens have a fundamental right to healthcare. I would like the Chairperson of the Committee, when they eventually responds; to state what specific legal provisions exist for the Government to enforce the citizens fundamental rights to healthcare. view
  • 8 Oct 2015 in Senate: Mr. Speaker, Sir, the Leader of the Majority made an appeal to Senators to pay greater attention to the business of the House. Yesterday, the Chairman of the Health Committee, Dr. Kuti, gave notice of a meeting with the Cabinet Secretary (CS) of Health this morning. That was a very important meeting because Members of this House have expressed concerns about the management of the health sector. This was a tremendous opportunity for them to interrogate the CS.
