I rise to seek a statement from the Chairperson of the Standing Committee on National Security and Foreign Relations regarding a recent accident near Daraja Moja in Kisii Town involving a truck and a trailer Registration No.KAD 162N which was loaded with electricity poles causing the deaths of two pedestrians, a student and an employee of the nearby Gusii Institute of Technology. This incident sparked riots extending for over a period of two days leading to several people sustaining injuries, destruction and looting of properties.   • 20 May 2015 in Senate: Mr. Speaker Sir, you will be surprised that I am very disappointed with this answer. You are talking of 610 students at Garissa TTC and at the moment only 44 have gone back to college for this term, meaning that 556 have not reported back. We are being told that they cannot be facilitated to go to other colleges even in the face of personal fear for their lives. Is the Government not being too insensitive to the plight of students and their worries about insecurity in that area? view
  • 20 May 2015 in Senate: Mr. Temporary Chairperson, Sir, I strongly support the deletion of this Clause. We must do everything possible to ensure that the office of the Auditor-General receives the guarantees necessary to enable him do his job. It is very wrong for an institution being audited to be allowed to say who will audit them. This is ridiculous because that would be undermining the independence of the office of the Auditor-General and we must shield that office in every respect by ensuring that this Clause does not find its way into the law. view

Clearly, he raised a number of very fundamental issues of great concern not only to himself but also to the larger population in his own county. I know that a committee of this House has made a report following various investigations. However, it seems as if a number of issues were overlooked.   • 14 May 2015 in Senate: Mr. Speaker, Sir, I was just going to draw the attention of the Chairperson to the fact that there is considerable anxiety among Kenyans today. Parents have anxiety over their children and relatives out there in Burundi. Having served as a Minister for Foreign Affairs some time back, I know that it would be standard practice in the Ministry of Foreign Affairs and International Trade, for Government to update Kenyans on a regular basis in a situation such as this one. Could you remind them that they are failing Kenyans in this respect and considerable anxiety is building? view
  • 14 May 2015 in Senate: I fully understand you, Mr. Temporary Speaker. I am not in any way challenging you. However, the Speaker made a ruling in respect to a request I had made concerning students of the Garissa Teachers Training College who are in a predicament right now. They have not reported back to college owing to the security situation there. The Speaker had made a ruling and directed the Chairman to provide that statement today. I cannot see the Chairman but I was wondering whether a Member of the Committee, with your permission, could give that statement. view

  • 7 May 2015 in Senate: On a point of order, Mr. Speaker, Sir. I know that we have expressed concerns about origin of Bills before. Although there have been improvements, I noticed that a number of Government Bills still originate from the National Assembly. Could he explain why some of those bills cannot be brought here directly? view
