Thank you, Mr. Speaker, Sir, for this opportunity. I stand to seek an urgent Statement from the Chairperson of the Senate Committee on Education regarding the predicament of students of Garissa Teachers Training College in Garissa. We all remember the extraordinary security challenges that the country faced last month in which a big number of Kenyans, many of them students at Garissa University College, lost their lives. We also know that these challenges have not been overcome, although we appreciate that various measures have been put in place by the Government. Could the Chairperson, in his Statement, address the following ...

Mr. Speaker, Sir, thank you for the opportunity to make a request for a Statement. My request is directed to the Chairperson of the Senate Committee on Energy. Mr. Temporary Chairman, Sir, I also support the amendments. In fact, I feel very happy because we are moving in the right direction in respect to this particular industry and the fact that we are putting in place a proper structure that will help streamline operations in this industry which has been in absolute chaos in the past. Thank you, Mr. Temporary Chairman, Sir.

Mr. Temporary Chairperson, Sir, I was going to support that particular amendment and say that I am aware that in some counties the potato industry is the lifeline of many of our citizens. The fact that we are giving them an opportunity to form committees within the counties and address issues relating to potato farming and the challenges is an important provision. I feel strongly that I should express these words in support.

Mr. Temporary Chairperson, Sir, I have been listening and think that the point being pursued by Sen. (Eng.) Muriuki is very valid. Caterers are a very critical part of industry, because they are the main consumers. I would support Sen. Muriuki in ensuring that they are specifically included and provided for in this law.

Thank you, Mr. Temporary Chairperson, Sir. I would like to plead with the able Vice-Chair that what we are just about to introduce will be very cumbersome to implement. This is because you will appreciate that the poor bar owner out there will not have a mechanism to send away people from his place. But the patrons themselves will be able to notice that there is not enough space for them to sit and look for other bars. Let us not introduce this amendment because it will be cumbersome and cause disputes in social places. It is not necessary.
