  • 3 Dec 2014 in Senate: Thank you, Mr. Temporary Speaker, Sir, for this opportunity. One of the greatest challenges to crop agriculture in this country since Independence is the availability and supply of fertiliser to farmers. It is my hope that the amendments being proposed will go some way in providing a solution to the big fertiliser question which, unfortunately, no successive regime since the 1960s has resolved. The size of high potential productive and arable land in Kenya is limited. This also applies to areas which receive reasonable amounts of ... view

  • 27 Nov 2014 in Senate: Thank you very much, Mr. Temporary Speaker, Sir, for this opportunity to make some preliminary observations, now that there is an opportunity for this Bill to go to the Committee and come back for the Third Reading, when I hope we will have a further opportunity to make comments. Some of the amendments being proposed through this Statute Law (Miscellaneous Amendment) Bill are very fundamental. In my view, some of them require careful scrutiny. In fact, they also require thorough examination, not only at the level of the National Assembly and this Senate, but also by affected stakeholders and even ... view
  • 26 Nov 2014 in Senate: Thank you very much, Mr. Temporary Speaker, Sir, for giving me this opportunity to support this Motion. I want to start by thanking Sen. Billow Kerrow for raising these concerns, initiating this Motion and executing it very effectively. I want to assure him that his concerns are also shared by very many Kenyans of goodwill. Mr. Temporary Speaker, Sir, the objective and, indeed, the mandate of any Government anywhere in the world is, first and foremost, to protect the lives and property of its own citizens. In our case here in Kenya, this is achieved through the various institutions which ... view
  • 26 Nov 2014 in Senate: Thank you, Mr. Temporary Speaker, Sir. In light of what Sen. G.G Kariuki has said and in light of what Sen. Murungi and Sen. Wako have proposed, and considering that the time limit we have given them is very short, would I be in order to suggest an ad hoc Committee comprising of Members of both sides or other Members of the Senate be given that specific task of 90 days? view

Kajwang for very many years, having met him in a church where we are both faithfuls. He was the choir leader in the church and also played the role of a teacher for the young children. He was a very committed church leader. The electronic version of the Senate Hansard Report is for information purposes only. • 13 Nov 2014 in Senate: Thank you, Mr. Deputy Speaker, Sir, for giving me the Floor. My contribution will be in support of this Motion. I, first of all, want to thank the Senate Majority Leader for the initiative to bring this Motion at this opportune time. I also wish to say, from the outset, that I am in agreement with the sentiments which have been eloquently expressed regarding this Motion by my colleague Senators who had the chance to speak before me. The Constitution of Kenyan 2010 was supported and voted for overwhelmingly. People spoke loudly and clearly and their decision, voice and desires ... view
  • 13 Nov 2014 in Senate: Thank you very much, Mr. Deputy Speaker, Sir. At the close of business last Wednesday evening, I was emphasizing the point that the prime objective of establishing a Public Claims Bureau in each county on the basis proposed by the Select Committee is to facilitate settlement of claims and other dues owed to citizens in the counties by various institutions and agencies. The proposed Draft Bill has assigned specific functions to the bureaus that are proposed to be established in the counties. The bureaus will have specific functions namely: To receive claims for unsettled awards and other claims emanating from ... view
