First of all, I want to thank the Rules and Business Committee for taking the initiative to bring this Motion at this particular time. Devolution is, perhaps, the most important innovation of the new Constitution. I feel, in devolution, we address many of the challenges experienced in this country. It will address the issue of resource allocation and also remove the notion that certain parts of this country have been marginalized because resources will be equitably distributed.
