In fact, the Legislature and the Executive was one and the same thing. Since the establishment of the PSC, we have seen significant difference. Mr. Deputy Speaker, Sir, a situation in which innocent Kenyans are being attacked, killed and maimed night after night is totally unacceptable. This must be condemned. The killing of innocent children, mothers, women, peasants and ordinary villagers has no justification, whatsoever, in a modern society.
