  • 18 Sep 2013 in Senate: Thank you, Madam Temporary Speaker. The need for police reservists is, in fact, a manifestation that the number of police officers in the service is far below the ideal number required to effectively cover all our areas and our entire population. It is also evidence that we have not, as a country, taken care of the police officers available in the service in a manner that they can render effective service to the population. But we also accept that some parts of our country are so vast, so sparsely populated and the terrain so harsh that we cannot cover these ... view
  • 24 Jul 2013 in Senate: Mr. Temporary Speaker, thank you for allowing me to make a few remarks in support of this Motion. This is a very important Motion, well thought out and was very effectively and eloquently presented by my friend from Nyeri, Sen. Kagwe and also very ably seconded by the Senator for Nyamira, Sen. Okong’o. The objective of devolution is to improve and make the lives of citizens better. This will be done through enhancing service delivery and indeed improving the quality of service provided to the citizens in every county. It will be done through enhancing accountability in the manner in ... view
  • 18 Jul 2013 in Senate: Thank you, Madam Temporary Speaker, for the opportunity. I am not happy with the County Allocation of Revenue Bill in its present form. I am not also comfortable with the fact that this Bill has been brought for debate at this particular time. First, the functions of the counties have not been gazetted. Consideration and debate of this Bill is, therefore, not based on a solid and firm foundation. We are intending to allocate funds, purely on the assumption that they will be used to carry out certain functions that have not been specified. Secondly, we are now in the ... view
  • 16 Jul 2013 in Senate: Mr. Deputy Speaker, Sir, I rise to second this Motion. Mr. Deputy Speaker, Sir, you will agree that in the last few days, we have debated in this House very high quality Motions. Mr. Deputy Speaker, Sir, we all agreed that we cannot be self sufficient in food if we relied entirely on rain-fed agriculture. This is because weather patterns change and the rain does not come when it is expected. When we experience periods of drought, we are unable to produce food. Therefore, families and the whole country go hungry. As a result, we are all subjected to the ... view
  • 11 Jul 2013 in Senate: Mr. Speaker, Sir, I stand to report to this House of a tragic event which took place in my county last evening. This relates to a road accident in which we lost nine students and four teachers. A number of both students and teachers are also critically injured. Some are at Kisii Level Five General Hospital. A group of others have been airlifted to Nairobi for specialized treatment. The accident involved students from various schools in Marani sub-county. These students were on their way travelling from Marani to Nyamache to participate in a county sports event. The accident appears to ... view

  • 11 Jul 2013 in Senate: Madam Temporary Speaker, one of the greatest challenges facing this country is unemployment and under-employment particularly among the youth. This is a worrying phenomenon. It creates hopelessness and undermines human dignity. This Motion by Sen. Elachi calls on us in this Senate and, indeed, calls upon all Kenyans to seriously reflect on the status and plight of our young people who find themselves in this situation. This is a situation in which at a very early stage in their lives, they find themselves at the dead end of the journey with no hope for the future. Madam Temporary Speaker, in ... view
  • 11 Jul 2013 in Senate: Thank you very much Madam Temporary Speaker. It was actually Sen. Khaniri who requested the Speaker to allow a Motion of Adjournment, and I The electronic version of the Senate Hansard Report is for information purposes only. • 10 Jul 2013 in Senate: Thank you very much, Madam Temporary Speaker, for the opportunity to support this Motion as amended. Madam Temporary Speaker, the areas we are talking about, the Arid and Semi- Arid Lands (ASALS), actually constitute approximately 70 per cent of the landmass of Kenya. The occupation of Kenyans living in these areas is pastoralism. This is their lifestyle and that is how they derive their livelihoods – from livestock. These are the areas which we have commonly referred to as “marginalized areas” of our country, generally characterized by high incidents of poverty, hopelessness, lack of job opportunities and so on yet ... view
