  • 26 Jun 2012 in National Assembly: Mr. Speaker, Sir, I am aware of certain cases which took place and every day, I come into contact with those category of teachers. I come across teachers whose names were removed from the register of teachers because of certain things that took place. Those teachers have become destitutes. They were trained to be teachers and they are professionals. But when that incident happened--- There were allegations of obtaining transfers fraudulently from one district to another. There was a very large number of such teachers who were involved, particularly in the counties of Kisii and Nyamira. They were being aided ... view
  • 26 Jun 2012 in National Assembly: Mr. Speaker, Sir, finally, I want to say something about quality assurance. When I look at this Bill, I see that one of the major functions of TSC is to ensure that we observe the prescribed teaching standards. Now, I am also aware that within the Ministry of Education, there is a Quality Assurance Department. I am not very clear whether that quality assurance function will now be transferred to the TSC or not. But I think there is a need to look at this. view
  • 26 Jun 2012 in National Assembly: Mr. Deputy Speaker, Sir, there is an urgent need to review the Education Act itself, so that we can specify the role of each of the stakeholders participating in the education sector. At the moment, we know that we have the churches involved in this. We have other stakeholders in the education sector. I think those roles have not been properly defined before. I think after the passage of the new TSC Bill, we will streamline that. We want the role of the church and community to be understood properly. We should introduce more discipline and professionalism in the management ... view

  • 6 Jun 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, thank you for giving me the opportunity to make a contribution on this Motion. I want to thank Mr. Pesa for raising this matter and bringing it to the Floor of this House because it is a matter which touches on the welfare of a section of Kenyans; Kenyans who deserve to be accorded their rights. To my understanding, this was a negotiated package amounting to Kshs17.6 billion. During the negotiations, the Government committed itself to paying out this amount. At the time this group of teachers were active employees of the Government, they were ... view
  • 6 Jun 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, therefore, we are talking about this issue today because the Government did not have the money to pay the teachers in full. This is the only reason the matter is here. I am also aware that teachers went to court in Nakuru and the Government lost. The ruling was that the Government pays out this money. The Government made an appeal to the High Court and again the High Court made a ruling that the Government should pay out this money to the teachers. Therefore, the fact that this money has not been paid up ... view

  • 2 May 2012 in National Assembly: Thank you very much, Mr. Speaker, Sir. I beg to reply. (a) Construction of the foot bridge at Village Six in Bura commenced on 30th April, 2010. That project is supposed to have been completed on 30th July, the same year. This was actually a three months contract. Although the bridge is largely complete, I am aware that the approach ramp has been eroded on one side. However, I want to assure the Member for Bura that arrangements have been made for repairs to be carried out in the shortest possible time. (b) A copy of the contract document is ... view
  • 2 May 2012 in National Assembly: Mr. Speaker, Sir, the additional work has arisen because we had to redesign this bridge after discovering that after flooding the foundations were affected. Also, during heavy rains the water levels go pretty high. I want to assure the hon. Member for Bura that the sum of Kshs1.3 million has been allocated specifically for this purpose to be able to do the ramp, the gabions and raise the level of the bridge. This, I can assure you, through Mr. Speaker, will be done before the end of this financial year which is next month. view
