Asante, Bw. Spika. Mhe. Hebu jibu hilo swali tafadhali.

Thank you very much, Mr. Speaker, Sir. Let me, first, thank Mr. Abdi for his many years of service to this country. We highly respect him. I want to refer Mr. Abdi to Ground No.11 on page seven of his documents. Ground No.11 says: “His Excellency Rigathi Gachagua bullied Kenya Medical Supplies Authority (KEMSA) officials into awarding a tender for supply of mosquito nets to Crystal Kenya Limited.” In his letter on page 7, he says and I read: “The Commission is of the opinion that the conduct of the Chief Executive Officer (CEO), Terry Ramadhan, amounts to variation of ...

Mr. Speaker, Sir, I am not a lawyer but, I have been in business for many years. If you look at what is happening in the business circles, you will find that a shopkeeper writes a price of Kshs999. They do this because they want to attract a customer. The price can be Kshs1,000, but they want to attract a customer, and they put Kshs999. Referring you to Section 33 of the County Governments Act, it clearly says that a minimum of two-thirds. The County Assembly of Kericho should go back and get 32 MCAs and then come back to ...

Mr. Speaker, Sir, first of all, I would want to make something very clear. The Senator for Embu pronounced my name as Shute.

The people of Marsabit are asking me when I changed my name to Shute. Even some friends of mine from Embu are asking me what is happening. How comes that our friend and Senator is calling you Shute? If you can remember, Mr. Speaker, Sir, I told this Senate that my name is Chute, C.H.U.T.E and not “Shut”, but the Senator for Embu is calling me Shute. That is not my name. Mr. Speaker, Sir, I would want to be given some time and I will kindly table those documents.

Mr. Speaker, Sir, these are facts which are in this country and everybody knows. Even a young 10-year-old boy knows this. I am not going to apologize for what I have in my Committee. I would rather leave this House.

Thank you very much, Mr. Speaker, Sir. Allow me to congratulate our Cabinet Secretary. Karibu sana. My question to the Cabinet Secretary is on NHIF payments. I know you have just joined the National Treasury, but I want you to note that we have a problem. There is an engineer from Marsabit, Mr. Wako Guyo, who died on 24th November, 2020. His final dues of about Kshs15 million, were tabulated and referred to the National Treasury. I know this is not the only case. The problem cuts across the country. I know you are an efficient Cabinet Secretary and will ...
