Mr. Speaker, Sir, most of the roads in this country actually become dilapidated because of lack of maintenance. The maintenance programme is normally on annual basis. Could the Minister liaise with the regional engineers so that they can provide for continuous or monthly inspection or maintenance of the roads? Once a road becomes bad or there is heavy rain and there is no immediate attention to it, then by the time it is repaired within one year, it would be impassable.

Mr. Deputy Speaker, Sir, very many roads in this country have been put on design for as long as even ten to 20 years. Could the Assistant Minister advise this House how long it should take between design and allocation of funds for any road in this country? We have very many roads under design. Even in my constituency, there is the notorious Gitugi-Murangâa Road which has been under design for almost 20 years. Could the Assistant Minister tell us exactly how long it takes between design and allocation of funds to various projects?

Mr. Deputy Speaker, Sir, the land control boards and tribunals in Mathioya have been in existence since last year. Unfortunately, they have not received the allowances for the last one year totaling to over Kshs300,000. When will the Assistant Minister pay the allowances to those members?

Mr. Speaker, Sir, one of the co-operative societies that suffered seriously; Waikamba Co-operative Society is from my constituency. It is owed over Kshs3 million and it is almost coming to a halt because it does not have finances to run its operations. What is the Minister doing to make sure that Waikamba Co-operative Society is paid its money through the KPCU or any other means by the Government?

Mr. Deputy Speaker, Sir, I come from an area that has been mentioned many times in terms of the jigger problem. It is because of poor health conditions in those areas that we have the jigger problem. It is mainly because of lack of water. What is the Ministry of Public Health and Sanitation, in collaboration with the Ministry of Water and Irrigation, doing to provide water in schools and areas that are affected by jiggers?

But of late, I understand that KTDA has turned itself into a tea bank. Could the Assistant Minister confirm whether KTDA is changing from being a marketer to a banker?
