Hon. Temporary Deputy Speaker, we are hearing cases of individuals not getting married. If anyone had an opportunity yesterday to listen to a candidate who is vying to be the Governor of Central Bank, he or she will find that the candidate was not given an opportunity to explain to us why he does not have a family. If we could have gone deeper, maybe this could have been another factor why he is not married.

The chiefs and assistant chiefs have responsibilities of registering deaths and births in the community. I do not see any reason whatsoever why we cannot allow the same personnel to handle the same. As we are looking into ways of reducing costs, there is no need to engage a registrar in the counties or sub counties to increase wage bill in this country. Thank you, hon. Temporary Deputy Speaker. I rise to second this Motion by making the following observations: Whenever this country mentions the words “Reform” or “Restructure”, it is very clear that somebody wants to make money out of this country. I become very concerned when I hear about reforms and restructuring in the media. We are not concerned about the employees that work in those institutions. should actually put a gag order that if you have served as a CEO of an institution, you should stay out for five or ten years before contesting for a political seat so that you can be checked. I am very concerned that as we are working so hard to find oil, we are going to be the next Nigeria where oil will be taken to a different country for refining and be imported back into the county. Thank you, Hon. Temporary Deputy Speaker, for protecting me from the point of order that did not make any sense. I did not use Nigeria in bad light. I felt that it is an example that their oil is being pumped out of the country and then it is imported as refined oil. In my view, I feel that the Government should pump more money to refine this institution than putting Kshs4 billion shillings to the Kenya Airways which we know is being run down for sure.
