I stand to support the Chair of the Committee that we approve these nominees to the Competition Authority. As the Chair has put it, these Kenyans are qualified in all ways. It should have been brought earlier than this period, when we are facing a crisis of financing in the construction of roads in this country. This Bill will save a lot in terms of conflicts, duplication and blame games which have been going around in the counties and constituencies in the country. We would allocate money to KeRRA for a particular road and it would be evaluated, but before the contractor would go to the ground, the county government would come overnight with a grader and work on the same road. Thereafter, you go to the drawing board again. I strongly believe this will solve those problems and the roads will be done expediently without duplication. In the same vein, there is influx of boda boda or motorcycles. There are so many of them in the country at this time. They have become a mode of transport, especially in the rural areas and villages. I support it because I am one of the Members of Parliament of a community which has suffered greatly due to the menace of cattle rustling. The Government put in place machinery for ensuring that cattle are not stolen, or people whose cattle are stolen are compensated. The Government should use its machinery to go for those who steal and prosecute them just like a carjacker, murderer or somebody who has stolen from a bank or broken into a shop.   • 8 Jun 2016 in National Assembly: I remember the same Hon. Member who brought this amendment Bill brought a Motion which we passed in this House. I am happy he found out that the powers that be did not take into account what this House decided and, therefore, he came up with a Bill. Once this Bill is made into law, the people who are supposed to actualise or to do what it entails will take action because it will be law. view
  • 8 Jun 2016 in National Assembly: Again, I am happy that once this Bill is enacted, it will not be a subject for variation if a different Cabinet Secretary comes to office. When the former Education Minister brought these changes, there was a lot of hue and cry. There were many who opposed and others who proposed. He did not take time to give the public a chance to decide on the same. He did it unilaterally and there was a lot of resentment in several quarters. view
