  • 27 Apr 2016 in National Assembly: Thank you, Hon. Deputy Speaker for giving me this opportunity to contribute to this important Bill. I support the amendment, which will give more teeth to this Bill. Once we amend Clauses 11(3) and 69, we will achieve two main goals in ensuring that this Bill is in conformity with the Constitution. This is especially in the devolved part and to strengthen the planned genetic resource center. This Committee will play a vital role in trying to see how we can explore more on indigenous plants and seeds, which have been overridden by exotic plants and seeds that have been ... view
  • 27 Apr 2016 in National Assembly: Bill once it is passed. It is believed that miraa has medicinal value and no research has proved that it is a drug. I want to thank the President for finding it necessary to assent to that Bill so that more can be done to protect miraa which is the source of livelihoods of the people of Nyambene especially in Igembe. This Bill is timely. I support. view
  • 20 Apr 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to contribute to this Motion and thank Hon. Ottichilo for bringing it. It is almost in tandem with the one we have just concluded under Order No.10. I will say precisely and clearly that a clean environment is the way of life. A clean environment gives a nation a clean bill of health and the environment is protected. Here in Kenya, there is culture of not minding where we litter or throw rubbish. We do not care about the environment. You find somebody walking over a heap of garbage ... view
  • 20 Apr 2016 in National Assembly: just throws the bottle wherever they are – whether they are walking on the road, driving or riding. So, you find plastic papers and bottles littered all over. After this Motion, we need a law. In European countries or America, if one throws an empty bottle, rubbish or even leftovers, he or she is liable to charges. Here in Kenya, we throw away anything anywhere and that is why our environment is littered. We are prone to diseases which are as a result of dirty environment like cholera and diarrhoea. Such diseases are history in some developed countries because their ... view
  • 30 Mar 2016 in National Assembly: Thank you, Hon. Deputy Speaker, for giving me this opportunity. I stand to support and second this Motion. I beg to correct my colleague, Hon. Wanyonyi. I come from Igembe Central and not Imenti Central. Let me thank hon. Wanyonyi for bringing up this Motion. It is a precursor to many others that have come to this House with regard to the issuance of ID cards, voter registration cards and registration of persons in this country. We have passed other related Motions which are intended to streamline that big problem of the issuance of ID cards. I second this Motion ... view
  • 30 Mar 2016 in National Assembly: We have a big problem with people who lose their ID cards, especially the aged. From getting a police abstract to re-applying for the ID card, the process becomes so cumbersome to the extent that they despair on the way and say they can do without it. I support by calling the Government to decentralize the issuance of ID cards and make sure we have enough personnel to do the same. If you go to the ID card issuing offices in our counties, sub-counties or Government offices, you will find that most of the operations are manual. Everything is manually ... view
  • 30 Mar 2016 in National Assembly: rough in one way or the other. I fail to understand why one is told to clean his or her finger with a rock so that he or she can get an ID card. It is ridiculous. One is told to bring his or her next of kin so that they can obtain an ID card. If your chief or the local church elder can identify you, why is it very cumbersome to get an ID card in Kenya when it is mandatory? That is why the process has become a cash cow for many officers, including chiefs and those ... view
  • 29 Mar 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairman for giving me this opportunity. I have really been waiting for long. I did not see how my colleague or neighbour Mpuru Aburi got a chance twice while I was still waiting. But, all in all, I thank you for the chance. But if there are other underlying factors, re-decide your list. view
  • 29 Mar 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I stand to support the amendments. These amendments as proposed by the Chair are meant to strengthen the Bill. They put more flesh to the Bill and strength it. As I speak, we have a devolved system of Government where there are many conflicts and friction between the national Government, the Ministry of Health on one hand and counties on the other. These additions will add more flesh and strengthen the same for the purpose of improving the health sector in our country. view
