Thank you, Hon. Deputy Speaker. I lost my tongue when I realized that my Vice-Chairman has forgotten my name and yet, I am ever with him in the Committee meetings. I second this Motion on the appointment of those Kenyans to the Board of Directors of CBK. At the outset, let me say that those five Kenyans are qualified. Each of them meets the needed qualifications. When they presented themselves to the Committee, they exhibited the leadership which is needed of them. We found that they are equal to the task. All the five nominees have got wealth of experience, ...

banks have been trying to dilly-dally on the issue of interest rates. However, the CBK should put its feet down so that, at the end of the day, the process of capping interest rates is undertaken. Finally, I would like to talk about liquidity ratios. The CBK should periodically assess all the banks. That is so that if there is any bank that experiences financial problems, it is then detected early enough. That way, it will be easy to bail out that bank and save it. That is because once a bank collapses, it collapses with all its members and ...

Thank you, Hon. Temporary Deputy Speaker. Despite the long wait, I will now contribute to this Motion. Let me thank my colleague, Hon. Mwinyi for bringing it. This document called “P3 Form” is one which is treated as sacred in the police circles to intimidate, solicit funds and to interfere with justice. We need to put these laws in order. I believe that the victims who require this document initially are traumatised, in pain or unconscious in hospital. Therefore, anybody might take advantage of that situation and make sure that the person seeking it does not get it. The law ...

The law should be clear that these documents are free. They should not be sold or used to solicit bribes. We need more officers in these categories especially in police stations. We need about three officers who will be at the station permanently depending on its size. If one is in the law courts, another at the scene of crime or gone to hospital, there should be somebody else in that desk ready to assist other people who seek these services. Equally, in both private and public hospitals, we need to have several doctors designated to fill the forms. Filling ...

Thank you, Hon. Speaker, for giving me this opportunity to give my contributions to this Bill. I rise to support this Insurance (Amendment) Bill. The aspects which are being addressed by this amendment are very pertinent and important. Insurance companies in this country have been known for supporting the most critical sector of our economy as far as shouldering the risks of our operations or the risks of life are concerned. At the same time, it is the industry which faces a lot of challenges because of the way it is handled by people who are not professional and who ...

there was providing for 90 days. I also feel that it was not really respected because some claims go for years and they do not end up being paid. I pray that the 30 days limit is adhered to and respected. Within that particular period, the law must be very firm so that one is compensated and he or she continues with life as before. The Bill is good and is welcome. I support.

Thank you, Hon. Speaker. I stand to support the Petition from my brother from Manyatta. Land is very emotive and, sometimes, when the Government is trying to put structures in place to, at least, do development, people who have already settled on that land for a long time are affected. It is prudent before that decision is taken, whoever is being displaced should be given a chance or relocated first, before being pushed away and then you are told you will be compensated later. Those people are languishing as squatters whereas they have been evicted from their forefather’s land. So, ...

Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to contribute to this Bill by my good friend, Hon. David Ochieng. I stand to support the Bill because I feel it will bring some sanity in our parastatals and other public institutions. It will bring order, accountability and integrity into our public institutions. Our public institutions, especially parastatals, are going down by the day. Since Independence, we have had many situations of parastatals going down and others being mismanaged. The people who make them go down just go home scot-free. That comes about because most directors who manage ...

become a thorn in the flesh in this country and we cannot fail to mention it. We have been seeing KQ as the Pride of Africa. Unfortunately, when the losses were put in the public domain, everybody was shocked with what was happening. We have Uchumi which has been going down. It had just been bailed out by the Government. It is going down again. Taxpayers’ money is used and the people who have made the parastatals to go down are appointed to other positions. Therefore, this Bill should include disciplinary measures against those people who make parastatals go down. ...

Thank you, Hon. Temporary Deputy Speaker for giving me the opportunity to contribute to this Bill. I support it. County governments have been tasked with the duty of laying the foundation of our children’s education. They should also develop a proper framework for infrastructure development, teacher employment and provision of appropriate learning environment. This Bill will lay the foundation of education in our children to enable them cope with the subsequent stages of their education. It is the duty of the county governments to ensure that our children have proper ECDE centres. They should construct classrooms in every school. They ...
