This clause attempts to give powers to the Registrar of Political Parties to manage nominations of political parties. Political parties have already been guided by the IEBC to deposit their nomination rules by a certain time in October. This amendment will bring confusion to political parties. This proposal is to amend Section 38A by retaining Section AB and adding any other method as established by the political party.   • 5 Jan 2022 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady for giving me an opportunity to say something about my amendments. I realised that Clause 2 (c), which Hon. Duale has just referred to, was referring to the issue of registered members. In Clause 22, the Registrar of Political Parties was given excessive powers, including powers to certify members’ registers. This amendment was to address that aspect, so that nominations are not restricted to particular registered members of a party. However, since the other amendments were not successful, I withdraw my amendments. view
  • 25 Nov 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support this amendment Bill. Generally speaking, engineering is very precise. It is not a job which you can wake up one morning and be able to execute. I heard a few of my colleagues saying that we should open up the sector and allow more people to manage it. That is like saying that the work of a surgeon can be done by a normal doctor. This is a specialised area, therefore, a Director-General in this field should be somebody with a lot of experience.   • 25 Nov 2021 in National Assembly: Secondly, I want to remind the Chair that we passed a Bill in this House that paved way for the Government to seek infrastructure bond. I just want to state we are not getting equal treatment on this because roads are not being done in all the constituencies. There was a time that this House passed a Bill requiring the Ministry to do 20 kilometres in every constituency. I do not know whether the Chair is aware of that particular Bill. This institute is a multidisciplinary research and development body in industrial and such like technologies. It has been under the Ministry of Trade and Industry for a while. Most of the areas this institute covers include engineering, energy, environment and ICT. I know the Member who has just spoken, Hon. Osotsi, left out the fact that ICT is part of the areas this institute covers. Leather, textiles and food technology are others. This institute has almost become moribund. It was ... view
  • 24 Nov 2021 in National Assembly: We had something called the Numerical Machine Complex that was meant to produce cars. I remember the Nyayo Car that was supposed to be produced under the complex, but unfortunately, that institution died. They had some of the best technologies or workshops. They could produce many products. Some universities like the Technical University of Kenya (TUK), which is the former Kenya Polytechnic, have good laboratories. I would like to say I was once a member of this Committee and I remember we started this together with my chairman, Hon. ole Kenta.
